GSM Europe Working Groups - Frequencies
The FREQuencies Group in GSMA Europe seeks to leverage the expert knowledge it has on spectrum regulation and technical issues, for the benefit of all its members. Spectrum issues can be complex and have a major impact on an operator's business. Issues crop-up again and again in different countries. It makes sense for operators to take advantage of this collective knowledge and the impact of a GSMA Europe position or response to the European Commission and national regulators can be beneficial. The FREQ group examines and analyses strategic radio spectrum issues at a European level. Having decided on these issues it seeks to input them to European fora such as the Radio Spectrum Committee (RSC), Radio Spectrum Policy Group (RSPG), the Conference of European Post and Telecommunications authorities (CEPT) and other relevant bodies. It does this by making presentations and drafting position papers as well as using bi-lateral meetings.
The Frequency Working Group monitors the activities of relevant groups within the European Union and the European Communication
Committee , i.e. European Commission, Radio Spectrum Policy Group (RSPG), Radio Spectrum Committee (RSC) and ECC Project Team 1 (PT1) and adequately submits contributions and positions papers to these groups. The Frequency Working Group coordinates participation
to fora, conferences and associations, as well as face-to-face meetings with key policy makers in order to appropriately deliver GSME
messages on radio spectrum issues. The most relevant issues are the new regulatory approach for European spectrum policy WAPECS (Wireless Access Platforms for Electronic Communications Services , the IMT-2000 extension band, the future use of the "digital
dividend" as a result of the digital switchover of broadcast and the World Radio Conference 2007.
Therefore, in the next few months the work of the Group will focus on the adoption by the Commission of a Community decision on the 2.6 GHz extension band (GSME supports its designation for IMT-2000/UMTS systems only) and the Commission's Communication on a "Forward Looking Spectrum Policy for the EU". The Group will also actively monitor and contribute to the WAPECS consultation of RSPG. Furthermore, the Group will develop a common position on the digital dividend debate as well as on the key mobile topics of WRC'07.
